Decree 10/2020/ND-CP stipulates that before July 1, transport vehicles including passenger cars with 9 seats or more, container trucks, and tractors must install security cameras for supervising drivers and passengers.

It is estimated that about 200,000 vehicles will be regulated under Decree 10/2020/ND-CP in Articles 13 and 14. The images from the camera must be stored at least within 24 hours for vehicles on the road. journey with a distance of up to 500km, and at least within 72 hours for vehicles on a journey with a distance of over 500km.

The installation of cameras to track, monitor, detect and record violations of the drivers while driving a vehicle (e.g. falling asleep or losing focus while driving, using mobile phones while driving, carrying more than the regulated number of people, having unethical behavior towards passengers, driving beyond the regulated time limit, other unusual situations, etc.), allowing transport companies to promptly remind, warn and prevent such violations. Furthermore, it provides evidences for authorities to handle violations of drivers and transport companies, thereby improving the service quality of passenger transport business, and ensuring traffic safety in transportation.
